Beef Barley Soup

1 lb ground beef
1 cup chopped onion
1 cup chopped celery
2 TBSP garlic
1 bay leaf
4 cups water
1 cup potatoes
1 14.5 oz can diced tomatoes
4 tsp bullion (4 cubes)
1 tsp dried basil
1 tsp pepper
1/4 cup barley

In pressure cooker, brown meat. Drain fat except about 1 tsp. Add everything else. Cook on high pressure for 20 min. Natural pressure release.

If not using a pressure cooker, cook on stove top for 1 hour.
